Four documents, one rule for Zone 0
Zone Zero did not arrive in one bill. It accumulated. Here is the whole stack, in order, and what each layer does.

Still a draft. Final regulations are expected late 2026. Two things are already fixed in the draft: combustible-fence restrictions and new-construction requirements apply immediately upon adoption, no phase-in.

Santa Clarita contracts its fire protection to the Los Angeles County Fire Department, which makes LACoFD your Authority Having Jurisdiction for everything Zone 0. The county fire department adopted the 2025 state hazard maps for local enforcement, and its Forestry Division already inspects defensible space across the Santa Clarita Valley every year.
That matters practically: the Phase 2 deadline for replacing built items like fences is set by the AHJ, up to 5 years after state adoption. When county fire publishes its schedule, that schedule, not the state estimate, is the one that binds your parcel.
The City of Santa Clarita stays involved through its Emergency Management division, resident alerts, and preparedness programming, but the compliance authority is the county fire code.

Does the City of Santa Clarita write its own Zone 0 rules?
The city does not run its own fire department. The Los Angeles County Fire Department is Santa Clarita's Authority Having Jurisdiction, so county fire code and LACoFD's adoption of the state maps are what govern your parcel. The state framework is the floor; the county sets the local specifics.
Are the regulations final?
Not yet. Final regulations are expected late 2026. The April 17, 2026 Board of Forestry draft is the most current text, and this site is updated against it. Details can still change before adoption.
What happens if I do nothing?
The April 2026 draft makes enforcement education-first: expect notices and correction timelines before fines. But new-fence and rebuild rules bind immediately at adoption, and insurance carriers are already looking at the first five feet on their own schedule.
